2010 Legislative Priorities

BRAC’s top priorities for the 2010 legislative session, which begins on Monday, March 29 and ends Monday, June 21, 2010, are:

Higher education reform: ensure that the state's higher education system has the opportunity to enact reforms that will improve the Baton Rouge area's economic competitiveness by
  • granting sole authority to adjust self-generated revenue to the system's management boards
  • implementing the Louisiana Board of Regents-proposed performance-funding formula
  • raising admission standards at four-year institutions
  • establishing "centers of excellence" at Louisiana Community and Technical College System (LCTCS) campuses and eliminating unproductive and duplicative programs

University research park funding: $15 million in capital outlay funding over a four-year period to build a true university research park at LSU's South Campus - House Bill 2 (Rep. Hunter Greene)

Baton Rouge loop funding: $5 million in capital outlay funding over a two-year period for the advancement of the northern portion of the loop project in support of an environmental impact statement - House Bill 2 (Rep. Hunter Greene)

Adoption of a rigorous health insurance mandate review law: the review law would expand the set of criteria for which mandates would be evaluated in three broad categories: financial, social, and medical impacts; and allow for a retrospective review of mandates every four years - House Bill 1196 (Rep. Steve Carter)

Creation of an angel investor tax rebate program: the incentive program would offer a rebate of 35% of the dollars invested by an accredited angel investor in a business certified by the state - House Bill 1122 (Rep. Franklin Foil) and Senate Bill 500 (Sen. Rob Marionneaux) .
